Developments that are not a single family dwelling,
duplex, or accessory structure to a single family dwelling or duplex are considered
non-residential development. Non-residential development includes commercial
businesses or structures, houses of worship, multi-family developments, institutional
development, and site modification. The review process for a non-residential
development is highly dependent on the type, location, and property land use
designation.
Project specific information can best be obtained
by scheduling a pre-application conference. These conferences are free and
are scheduled on a first come, first served appointment basis by calling 527-5310 for information or by visiting
the Citrus County Department of Development Services building at 3600 W. Sovereign
Path, Lecanto, FL 34461. Next, you will submit the application
package.
Upon receipt of the application, the staff
of the Department of Development Services will, within three working days, determine
whether an application is complete. If the application is determined complete,
it shall be formally accepted and routed to the Technical Review Team (TRT).
The TRT is composed of representatives from county and state agencies routinely
involved with development review and is composed of the following members.

If the application is judged to be incomplete,
the applicant will be notified in writing of the deficiencies. The application
shall then be returned to the applicant for revisions and resubmission.The TRT
reviews applications for compliance with the Land Development Code (LDC) and
other applicable regulations. The TRT takes final action on Level One applications
and makes a formal recommendation to the Planning and Development Review Board
(PDRB) on Level Two applications.
The PDRB is a Board-appointed public body empowered
to review and make final decisions on proposed developments that have the potential
to affect or alter the surrounding neighborhood. This includes applications
for variances, preliminary plats, or plans that propose an increased residential
density exceeding one unit per acre and a preliminary plat or plan for non-residential
development proposed to supplemental standards of Chapter 5 of the LDC exceeding
4 acres in size.By code, a Level One review undergoes the following time sequence:
- Day One - Submittal of application
- Three working days to review application
for completenes
- Ten working days for TRT review.
A Level Two review takes longer. Since the PDRB
is a public body, it is by Florida Statute required to publicly advertise. The
PDRB typically meets on the 1st and 3rd Thursday of each
month. Therefore, dependent on the date of submittal, a Level Two application
will require an additional 30 to 45 days in addition to the Level One timeframe
of 13 working days (2 to 2 1/2 weeks.
Upon completion of the review, the application
will be approved, approved with conditions, conditional approval, or denied.
In all four cases, the applicant will be contacted and advised of the necessary
actions to complete the process.
