Waste Water Master Plan
The Wastewater Master Plan, similar to the Water Master Plan and the Reuse Master Plan,
was developed for the orderly expansion of Citrus County Utilities Division's Wastewater
Collection System and Treatment Plants. The following objectives were addressed:
- Analyze the capabilities of existing wastewater facilities to meet current and future needs.
- Maximize the integration and utilization of all existing facilities.
- Evaluate the impact of projected population growth and identify future infrastructure needs.
- Produce a plan that would be acceptable to both the Florida Department of Environmental Protection (FDEP),
in support of possible loans from the State Revolving Fund (SRF) Program, and potential grants from the
Southwest Water Management District (SWFWMD) in support of future wastewater reuse projects.
Existing service areas, wastewater flows, collection
system capabilities and treatment plant data were all examined
and updated to perform a detailed analysis. From these efforts
computer models of the existing wastewater systems were developed,
alternatives for future expansion were evaluated and recommendations
were made. The following are some of the goals identified in the
plan:
- Expand central sewer systems to eliminate ineffective package plants and septic tanks, which threaten
the water quality of area lakes and rivers.
- Extend existing systems to service areas of new growth and interconnect isolated wastewater systems
and populations where practical.
- Replace or retrofit system components, which due to age or outdated construction standards are in need
of repair.
- Establish and enforce modern design standards for all new utility construction within Citrus County.
- Construct wastewater reuse systems for irrigation needs and conservation of water resources.
To those ends, the County has recently completed the following:
- Installed Homosassa Forcemain Project,
which will act as the backbone for centralized sewer collection
in the Homosassa, Ozello and Chassahowitzka areas.
- Decommissioned the ineffective Riverhaven
Wastewater Treatment Plant.
- Received a partial Grant from the
SWFWMD to establish the first wastewater reuse treatment and
distribution facility at the Meadowcrest WWTP.
